Rebecca advises cities, special districts, and public agencies on labor and employment matters, including hiring, compliance, personnel policies, discrimination and harassment prevention, accommodations, discipline, and terminations. She also conducts investigations, provides training, represents clients in personnel hearings, and negotiates labor agreements. A seasoned trial attorney, Rebecca has successfully litigated employment disputes in mediation, arbitration, administrative hearings, and court. She began her career in white-collar criminal defense at Kirkland & Ellis in Washington, D.C., clerked for the Ninth Circuit, and later focused on employment litigation and dispute resolution.
