ABOUT OUR SPEAKERS

David Albaugh, JD

David Albaugh currently serves as the Administrative Services Director for the City of Yorba Linda. David oversees a full-service Human Resources program, the City’s Risk and Safety program, and the Information Technology Division. He has more than 20 years of experience in employee development and personnel and performance management. David has previously worked with frontline staff, supervisors, managers, and executives at the City of Anaheim and The Walt Disney Company teaching and coaching leaders to become more effective contributors. David has a Bachelor of Arts in political science and philosophy from Cal State Fullerton, a Juris Doctor from the University of Iowa, and maintains certifications as a SHRM Senior Certified Professional and CALPELRA Labor Relations Master.

Geoff Spencer, MBA

Geoff Spencer is a recovering filmmaker turned local government professional for the City of Yorba Linda in Orange County. Geoff currently serves as a Principal Management Analyst in the City Manager’s Office, and is passionate about creating community engagement through storytelling and using his gifts to make a difference everywhere he serves. Before joining local government four years ago (the same week COVID hit), Geoff worked in publicity for the entertainment industry and as a visual storyteller & live event producer in higher education. Geoff has a Bachelor of Arts in Film and a Master’s of Business Administration from Azusa Pacific University.
